This has long been a reality for companies that work with contracting authorities. EU Directive 2014/55/EU obliges contracting authorities to accept and process e-invoices. Since November 27, 2020, all invoices to public administrations in Germany must be available as e-invoices.

What is an e-bill?
An e-invoice is an invoice that is created, transmitted and received in a structured, electronic format and complies with CEN standard EN16931. The following formats have become established in Germany.
ZUGFeRD
ZUGFeRD (Zentraler User Guide des Forums elektronische Rechnung Deutschland) is a standardized format for electronic invoices in Germany that combines a PDF/A-3 file with embedded structured XML data to support both the human and machine invoice process. Attention: The XML file is legally relevant here!
XRechnung -
XRechnung is a structured, XML-based format for electronic invoices that was developed for the exchange of invoice data between companies and public clients in Germany and complies with the EU standards for e-invoices.
